Block individual annotation button based on categories

Based on the filtering categories, individual buttons in the annotation panel can be disabled or enabled.

Describe the reason for the change.

We want to have granular control over the button in the Annotation panel.

Describe what you have tested and on which operating system.

MacOS

Add a list of changes, and note any that might need special attention during the review.

If possible, provide screenshots.
